Job Description Summary

Under minimal direction, this position is responsible for managing the operational activities of the laboratory to ensure efficient and effective operations and conformance to organizational purposes and objectives. This position is responsible for assuring compliance with policies, programs, and directives set forth by regulatory agencies and the organization. Assures continued growth and development of laboratory testing services. This position is responsible for management of other professional and administrative staff. This position is responsible for preparing and recommending budget for an area.


Job Description

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Performs all assigned duties in compliance with internal SOPs and external regulations. Brings compliance issues to the attention of management.
  • Assures quality customer service to all customers.
  • Maintains good attendance and punctuality per the absence policy.
  • Provides effective leadership to achieve high levels of service and product quality, financial results, and other criteria in accordance with policies, goals, and objectives.
  • Hires, supervises, trains, develops, and evaluates performance of assigned personnel. Identifies and effectively resolves personnel issues.
  • Oversees the laboratories compliance with applicable federal and state regulations and company policies and procedures (e.g., SOPs, HRGs, OSHA, Workers' Compensation, etc.); follows-up on deficiencies reported. Assures the technical competence necessary to provide testing services of the highest quality.
  • Manages and oversees all job duties related to the management of the laboratory including: general management, fiscal management, property management, personnel management, regulatory management, public relations, and marketing.
  • Oversees the implementation and maintenance of the Quality Assurance Program for the laboratory to ensure high quality test services in conjunction with management staff and the Medical Director.
  • Communicates to subordinate staff new and/or revised corporate policies and procedures. Ensures implementation is followed through in a timely and accurate manner.
  • Assists in the development and implementation of the strategic plan for the laboratory. Establishes objectives and procedures governing the performance of assigned activities by the laboratory.
  • Reviews performance against operating plans and standards. Takes corrective action when necessary to the achievement of operation plans.
  • Ensures the laboratory environment is consistent with CTS Total Quality/Continuous Improvement philosophies and practices (such as employee involvement, empowerment, zero defects, process planning, and control, etc.).
  • Performs ongoing cost analyses of all test services. Prepares and implements the annual operating and capital expenditures budget in accordance with the budget procedure.
  • Assists with development and direction of the marketing program for the laboratory and provides the structure and systems required to meet the needs of the local, regional, and national customer bases.
  • Develops business plans as directed and communicates such plans to VP, CTS, as appropriate.
  • Ensures administration and performance of all contracts and testing services agreements awarded to the DTS laboratory. Pursues additional opportunities, as directed.
  • In conjunction with the medical and technical staff, approves and oversees the planning and implementation of clinical evaluations, new methodologies, special research projects, and educational programs, as required. Pursues new clinical evaluation opportunities, as directed.
  • Provides routine reports related to the operational compliance and financial status and progress of the laboratory to the Vice President, CTS.
  • Maintains effective communication between the laboratory and customers to remain sensitive to the changing needs and/or concerns of such constituents.
  • Interacts with vendors, customers, the Central Office, and the professional community at large to facilitate growth of the laboratory and technology transfer to the laboratory.
  • Maintains a current awareness and understanding of any new issues facing the blood banking industry that could affect service, technology, testing or products.
  • Maintains organizational contact at the state, regional, and national level. As appropriate, participates in regional and national meetings presenting scientific, technical, and administrative data pertinent to the laboratory.
  • Ensures that the duties, responsibilities, authority, and accountability of all direct subordinates are defined and understood.
  • Performs all other duties, at the discretion of management, as assigned.

REQUIRED QUALIFICATIONS:

  • Education: Bachelor's Degree
  • Experience: 5 years of experience of laboratory or blood center experience, To include: Five years of which were in progressively responsible management positions (preferably managing a clinical laboratory or blood center)
  • Knowledge of federal, state and local regulations as they relate to laboratory operations
  • Knowledge of management processes of planning, budgeting, organizing, and implementing

PREFERRED QUALIFICATIONS:

  • Master’s degree
  • High volume laboratory experience

  • Must possess the skills and abilities to successfully perform all assigned duties and responsibilities.
  • Must be able to maintain confidentiality.
  • Must have analytical, statistical, personal organization, and problem-solving skills.
  • Ability to work in a team environment and participate as an active member of management
  • Must have proficient computer skills.
  • Ability to think strategically, synthesize complex business and financial data, and develop innovative solutions.
  • Ability to establish priorities and follow through on projects, paying close attention to detail with minimal supervision.
  • Effective oral and written business communication skills.
  • Must have a participative management style, strong team development, coaching skills, and the ability to lead and motivate senior and executive-level managers.

PHYSICAL & TRAVEL REQUIREMENTS:

  • Office work environment
  • Travel: 20-25%
  • 5+ hours per shift: Sitting, Finger dexterity, reaching waist to shoulder
  • Up to 3 hours per shift: Walking, bending, squatting, reaching above shoulders, pinching, reaching knee to waist, reaching floor to knee, grasping items, carrying/move items up to 40 pounds, lifting to 40 pounds, standing, handling
